Operations managers are focused on creating value. Since value is based on a relationship between perceived benefits and related costs, it behooves management to focus on establishing a culture of continuous improvement (or kaizen -- Japanese term) to improve quality while reducing costs. This culture should involve all employees at all levels within an organization at all times.
