INTERNATIONAL SPACE STATION ALPHA CONTRACT Effective October 1, a Base fee pool is added to the contract. Base fee is defined in Attachment J-1, Section III.1. Base fee will be paid in monthly installments based on percent of completion of the work as determined by the Contracting Officer.
