Provide direct assistance to veterans--the Bonus Army was demanding their World War I bonuses be provided earlier to help the conditions of the Great Depression.

The Bonus Army marched on Washington DC demanding Hoover pay out bonuses promised to World War I vets. They were asking they be paid early because the conditions of the Great Depression got so bad. Hoover responded by sending troops out to get rid of the marchers instead of providing the assistance they were hoping for.
