Not sure if there is a correct answer, it isn’t multiple choice but a writing question? Here is what I would do. The first steps you would take would be contact city hall, or your local officials, and ask them about that law. You then get it passed down and try to get people to vote for that law. You may need a petition, you may need votes, and you may need a position of power. Hope this helps :)
