The presence of several claimed civil liberties is a disputed matter, as is the case with most civil rights. Controversial cases include reproductive rights, property rights, and civil marriage. The level which involves democracy in themselves needs to consider the influence of terrorism. Whether the presence of a victimless crime violates civil liberties is a disputed matter. Another debated issue is the suspension or change of certain civil liberties during wartime or emergencies, such as whether and to what degree this should happen.
