 the main reason why the three states were reluctant to join the union states  against the confederacy during the civil war was because of their proximity to the confederacy states that were seeking to secede from the union.

They were slaves States, they did not declare a secession from the Union either joined the Confederacy. Maryland never declared secession or adopted an ordinance and the others declared secession only after the Battle of Fort Sumter.
