is, he thinks it might generate a power vacuum
for an anti-American community to take over, he had accomplished the goal of
forcing Iraq to extract from Kuwait, other
regions in the area did not support long-term U.S. involvement, and he decided
there were inadequate oil reserves to make it worthwhile.
