I believe the answer is: the practice of telling victims they don't have to talk to journalists will interfere with news gathering.
They believe that if they do not directly talk to the victims, the majority of things that are written on the report would be extremely subjective/opinionated, which would be dangerous because it often skewed up the story away from the actual event.
