The answer is option D "they are vibrating slightly." In ice the molecules are stuck together and shaking like a bunch of little people together trying to keep warm. Also its not option C because they do move all four stages move. (solid, liquid, gas, plasma) Its not option B Liquid molecules are slowly moving around therefore those molecules are moving faster than a solid. Its also not option A because as discussed solids move slower than a liquid.

It is know to us that when a matter is cooled down, it's motion of molecules decreases relatively. And on the other hand, when a matter is heated, it's molecular motion increases and thus produced Kinetic Energy is converted into heat energy and hence increasing the temperature of the matter. So, when water is cooled and it changes it's state from liquid to ice, it's molecular motion is very slow.
