So let's put "d" as the number of dimes and convert $5.95 to cents. - 595cents

Now, 10d will be how much the dimes are worth.

And 25d*3 will be the quarters.  - simplifies to 75d

Next, 10d+75d=595

85d=595

Divide and you get 7 dimes and 21 quarters.
