If one recipe requires 2/3 cup of water, then 1/8 of the recipe requires x cup of water. Make a comparison

Do cross multiplication
x = [tex] \frac{2}{3} \times \frac{1}{8} [/tex]
x = [tex] \frac{2}{24} [/tex]
x = [tex] \frac{1}{12} [/tex]

We need [tex] \frac{1}{12} [/tex] cup of water to make 1/8 of the recipe
