Sure it's a function.  Each input x in its domain gives a single value for y, which is all we need for a function.

f(8)=3(8)-10=24-10=14

That's bigger than the value of the table function at 8, which is 4.

f(x)=80 means

80 = 3x - 10

90 = 3x

x = 30
