There are five boroughs of New York which include: (1) The Bronx, (2) Brooklyn, (3) Manhattan, (4) Queens, (5) Staten Island. These boroughs are example of natural boundaries of cities and the cities in the boroughs are some of the most populous cities in New York.

This would be political boundaries which are county level administrative divisions so they would have their own councils to deal with matters inside their precincts such as street lighting, propertytaxes, transit, road maintenance, etc
