the elements in the same column as fluorine are called halogens, they are missing only one valence electron so they can bond with anything, as can any element except for the inert gasses, so im not sure what you're asking because they can react with anything. But to get a full valence shell with little work they would try to bond with alkali metals (the first column) because they can take the single valence electron that the metal has and complete their outer orbital.
for example Chlorine has 7 valence electrons and sodium has one valence electron, so the chlorine would take the one valence electron from the sodium and form Sodium Chloride
