The answer is D) The teen argues that the actor is a public figure (therefore he has a right to have an opinion of him). This is the correct answer for APEX I just took the test.

The reason being that according to US Laws libel and slander are legal claims for false statements or facts that are printed, broadcasted or communicated to others. However the website created by the teen simply mocked the actor therefore according to the first ammendment the Congress cannot prohibit the free exercise of freedom of speech specially in this case where the actor is a PUBLIC figure
