Absolute value is the distance away from 0, no matter if the number is negative or positive
Example: 2 numbers with the absolute value of 3
|3| and |-3| both have the absolute value of 3.
So for your question, with an absolute value for 16, and you're looking for a number greater than 13, the answer would be:
16 or |16|
