When having this question you round to the nearest whole number. For example take 45.8 you would to the nearest whole number which will be 46. Same will 23.6 you round to the nearest whole number which will be 24. The you would divide 46 to 24 which is 1.9166666666666666666667 which can be rounded to 2 which is the answer.
