I believe the answer is: People ought to understand science well enough to be able to understand how it, technology, and society can address complex problems.

By developing such understanding, poeple could better understand how to use the resource that available for them to do good for the society where they live it. Refusing to understand science would become a hindrance to our society's overall productivity and development.
