Note it said "dropped behind enemy lines", meaning that Germany was still fighting. As you would know later, Wilson's 14 Points were not welcomed by their allies and most people back home, because it was too lenient on Germany for their war aggression (which was not true, because Germany actually did not want the war, instead, it was Austrio-Hungary).
