Sumerian culture built upon the ancient economic technologies of paying for expansion wars via taxes and debt. When all that failed, they also created widespread debt forgiveness, as in a periodic territory-wide “jubilee” event. That is to say, they helped invent debt-based ruling class defined capitalism, discovered that it consistently fails, and then patched over its inherent gradual failings via periodic system-wide reset.
