No. No one form of sign language is universal. Just like different languages in certain areas of the world; certain sign languages in areas of the world. Those using ASl (American Sign Language) may not understand or be able to interpret BSL (British Sign Language)

No, that's why many people say ASL or american sign language cause you are only able to use ASL in america in other places in the world many some signs are the same but it's like a completely different language.
