In France, the time would be 21:15
is pronounced = vingt-et-une heure quinze

9:15 pm isn't used in France
9:15 and neuf heures et quart Would be in the morning
9:15 du soir isn't correct, 21h is du soir .. so no need to add it
For the hours past noon, we say, treize heure, quatorze heures, etc.... vingt heure , vingt-et-une heure etc ....
