Citizenship means legally belong to a nation, so naturalize an illegal alien is against immigration policies since it's from another world. And most important, would the alien want to be citizen? Or a tourist visa would serve for immigration's purpose better than naturalize it?

A citizen is a person who is a member of our country. As a citizen, you give your loyalty to the U.S. government. In return, the government protects you and all your rights granted in the Bill of Rights and the Constitution. More than that though, an American citizen is someone who really understands just how great and amazing our country is and they want to help keep the United States that way. A true American citizen wants to help keep American great, they want to help us go further and be better. An American citizen will follow all the laws and respect our leaders. They will accept the not-so-great things about this country and try to make them better. An American citizen will find family and comfort in being American. A true American citizen will want to be an American, not just for the money benefits and other things, but because they believe in what our country stands for, they will believe in freedom.
