The Mercalli scale is the measure of the intensity of an earthquake  which should not be confused with magnitude that is measured by the Ritcher scale. The intensity is also relative; determined by the distance to the epicenter. The closer it is to the epicenter, the higher the Mercalli intensity and this is where destruction is felt most compared to the further the distance from the epicenter.
