Well, because 1/4 = 3/12 (because you need to multiply the numerator and the denominator by 3 to get 3/12), and 2/3 = 8/12 (because you need to multiply both the denominator and numerator by 4 to get 8/12). Now it is easy to compare because both fractions have the same denominators. Since 3/12 < 8/12, 1/4 < 2/3, because they are essentially the same thing.
