each state is allowed on the federal law to have it state laws that cannot be imposed by the federal lost and although it is wrong that some states choose not to, and save those who were wrongly incarcerated those States I'm guessing are smaller and have less tax money to spend on those who are wrongly incarcerated although I do feel that they should give money they it's just they can't and yes they should receive the same inequities as parolees

Some states pay citizens who are wrongly convicted because they want them not to say anything to ruin their reputation, it might be the law or because they have the money to afford it.
