This type of case will likely be heard in a local/municipal/district court, depending on the State that you are in.

Whatever your state calls the lowest rung of the State court system will handle civil trials. From there, "higher" courts will hear the appeals of cases from the local court.

A citation for improper building is a civil violation small enough to be heard as the local court.
