The federal budget can be considered unbalanced because of the deficit that took place most of the time between the years 1980 and 2010 . A deficit occurs when the money spent (the yellow line) is greater than the money received (the blue line).
As shown in the graph, a balanced federal budget only occurred around the year 2000 when there was a surplus. A surplus occurs when the money received (the blue line), is greater than the money spent (the yellow line).
