Of Presidents Roosevelt, Reagan, Clinton, and Bush, none of the above combinations seem like the best answer. President Bush added the second greatest amount to the national debt ever, second only to President Obama. However, President Roosevelt increased the debt the most percentage-wise. (Granted, this was straight out of the Depression and heading into WWII.) The best answer would be Bush & Roosevelt.
