Let me say this is one of my favourite works from Wells. The way the story unfolds, and the narrative is genius!

War of the Worlds was a novel written between 1895 and 1897, by English author H.G. Wells. For reference, here is an excerpt from the book:

"As I watched, the planet seemed to grow larger and smaller and to advance and recede, but that was simply that my eye was tired. Forty millions of miles it was from us—more than forty millions of miles of void. Few people realise the immensity of vacancy in which the dust of the material universe swims."

Wells uses this writing style in the entire book, added to a very small background from the characters that participate in it.

The verb tense HG Wells uses is 'past'
