Woodrow Wilson wanted peace and didn't really want Germany to have that harsh of a punishment, seeing as no fighting took place on U.S territory, meaning that not a lot of damage had been done to them.
However, the allies (Britain and France) believed that it should be a lot harsher towards Germany. France basically wanted total destruction because it had had the most damage done, therefore, they didn't agree with Wilson's choice of a peaceful treaty.
Britain was more inbetween due to the fact that they still needed to trade with Germany, meaning that they didn't want to destroy German economy by making the Treaty of Versailles (peace treaty) too harsh towards them.
