To plot 18,000 and 22,500 on a scale that in principle has zero as a reference, a scale of 0 to 25,000 is reasonable, in steps of 500, 1,000 or 5,000, according to aesthetics of not over crowding the vertical axis labels vs clarity of value; I suggest steps of 1,000 as a good compromise between these issues.
