The Bill of Rights, as it is in the Constitution, elaborates on these rights by clarifying what exact rights Americans would have, and by stating that these rights were permanent and established as law. For example, the First Amendment states that Americans, regardless of the time, have the right to freedom of press, speech, religion, assembly, and I believe the 5th right is organize/protesting, but i’m not entirely sure to be honest-but I hope this helped!
