The house members have a limited time during debates since there are so many of them, but the Senate has unlimited time during debates, which can lead to a filibuster which could be stopped by a cloture.
The House of Representatives has 2 main duties: make laws and inspecting the work of the Government. The Senate's main task is considering bills approved by the House of Representatives.
