The correct answer is:

A. The hardest state capitals for me to remember are Austin, Texas; Montgomery, Alabama; and Bismarck, North Dakota.

Semicolon are often used to separate listed items that contain a comma. Each city with its state has to be joined with a comma, for example "Austin, Texas". Listing Austin, Texas, Montgomery, Alabama, doesn't distinguish city and state. So that's when the semicolon is used.
