21) D because it's the most credible and would most likely use facts rather than opinions.

22) C becuase using statistics shows that the author has researched the topic enough and understands what he/she is writing about, and citing sources makes someone more credible (anyone could make up stuff and put it in a chart, you need to cite a source to assure the reader you're not fibbing)
