During WWI, where the Ottoman Empire was evolved and the Allied forces (Britain, France, Russia, Italy, and the US) and Central Powers (Germany, Austria-Hungarian Empire, Ottoman Empire, Bulgaria) existed, the Ottoman Empire wasn't being attacked by either the Central Powers or Germany as a subset of that. Russia only has one front on which to attack the Ottoman Powers, so the Allied forces (the group) is a better answer.
