If Amelia is elected president, there are three possible vice-presidents, leading to a total of 3 outcomes.  Likewise, if Carlos is vice-president, there are three possible presidents and a total of 3 outcomes.  However, we have counted the outcome in which Amelia is president and Carlos is vice-president, so we subtract 1 from the sum of 3+3 to get 3+3-1=5.
