To the best of my knowledge, victims of human rights abuses are not protected. A number of victims are afraid to report the abuse, and what's more, these victims and their families are threatened in an attempt to prevent them from reporting abuses.
Human rights constitute "the basic rights and freedoms to which all humans are entitled." Human rights abuses are monitor by United Nations committees, national institutions and governments and by many independent non-governmental organizations, such as Amnesty International, Human Rights Watch, World Organisation Against Torture, Freedom House, so on.
