Are teachers allowed to do attendance before the bell?

(It doesn't make sense because some students aren't in the class and they'll be tardy...)

Because if they do student will be marked tardy for no reason i at least would wait 5 min after the bell to mark attendence some students may be a little late coming from breakfast or just getting to school
