Jurisdiction is a court's authority to hear and decide cases. Concurrent jurisdiction both the state and the federal courts may try crimes because they violate both state and federal crimes. Both court systems may also hear dispute between citizens of two different states over a lawsuit.
A federal district court would hear a legal issue between inhabitants of two distinct states.
The federal courts' competence is generally determined by Congress. However, in other circumstances, such as when a dispute arises among two or more U.S. states, the Constitutional affords the Supreme Court inherent jurisdiction, which Congress cannot take away.
