A decreased vessel diameter will not result in increased blood flow.
For blood to get to tissues, it needs to go through blood vessels which are like very tiny pipes that allow blood to flow through them. The flow of fluids in a pipe are influenced by how wide the pipe is on the inside which is why the narrower the pipe, the less fluid can flow through.
A blood vessel with a decreased diameter will be more narrow inside and so will not be able to transport as much blood which would lead to a decrease in blood flow.
An increased blood pressure, decreased peripheral resistance and a relaxation of precapillary sphincters will all lead to more blood flowing as opposed to a decreased vessel diameter which would reduce blood flow.
