The count of neurons present in the brain varies from one species to the other. In human brain 55-70 billions neurons are present in cerebellum and 10-20 billions in cerebral cortex.
The functional and structural characteristics of interconnected neurons makes the whole part of the brain. All animals have neurons except placozoans and sponges, but no other biodiversity has neurons.Therefore, they are referred as the building block of the nervous system.
