The behavior that is reinforced is coming to the door. the dog learns to go to the door because that's what it was rewarded for doing
So, if the owner stays at the door, the dog will saw the situation and understand he needs to stay inside. If the owner goes outside, the dog will imitate and when rewarded he understands it's a thing to do.
