Law of inertia states that a body tends to remain in its state of motion or state of rest until an unbalancing force acts on it.
When a moving car suddenly collides with an object like a wall or other vehicle, it is acted upon by an unbalancing force which decelerates it and bring it to rest.
In this case ,the driver who was sitting in the car without a seat belt does not get acted upon by the unbalancing force and his body tends to remain in motion.
Due to this reason he is thrown away from the car.
If he had been wearing the seat belt then the seat belt straps would have applied an unbalancing force force on the Driver and brought him to rest along with car.
