It looks like it should be a square inside a circle. But only if two perpendicular lines are already drawn. But maybe you have exact conditions how it's gonna be built. Anyway my opinion is a square in a circle.
I would say that if Thomas is using a drawing program to complete a construction, the construction he could be completing is a square inscribed in a circle. Simply because perpendicular lines help you decide the center of both square and circle.
