James Madison helped in organizing the Constitutional Convention, which created a new constitution to replace the ineffective Articles of Confederation. He did not believe that the Bill of Rights was necessary but drafted the amendments because there was popular support for them. People supported him because people felt that the Constitution did not sufficiently protect their rights. He was therefore called "Father of the Bill of Rights".
