As your teacher seemed to have written, [tex]\frac{15}{100}[/tex] CAN be simplified. Let's see if 5 can go into both of them...

[tex]15[/tex]÷[tex]5[/tex][tex]=3[/tex]

[tex]100[/tex]÷[tex]5=20[/tex]

So now, it's [tex]\frac{3}{20}[/tex].

Since this fraction is virtually the same fraction as before, the decimal and percentage doesn't change. They stay 0.15 and 15%.
