Black codes are vagrancy laws passed during the slavery regime which was present amidst the states in the south, especially after the American civil war. These codes were passed to make them work for low wages. However there are sources that they existed even before the civil war, especially in the northern states.
This was done to reduce the influence of the slaves in politics. They were not allowed to vote, gather to worship and many more. The serfs are not free in owning any property, to do business. The land owners in the states southern part make them to work in their land with no wages. And, the powers had given to local authorities to arrest freed people and make them in labour.
