Research is very expensive to do. You need to hire people to carry out the research, pay for expensive equipment and reagents, and often you need to pay for services outside your research group.

The government provide some of the largest funding sources for scientific research. The scientists will apply for government grants, and therefore have to explain why their research is important, and justify to the government body how they will use the money

However, that does not mean they are in control of all the research, or that scientists can only do the research that the government will pay for, as there is some flexibility in the system (e.g. if you found something interesting by accident, it would usually be okay to pursue that, even if it is not exactly what you said you would do with the money)

There are also other sources of money, such as collaborations with industry, and donations from research charities, that scientists can apply for.
